About the FMR

The Office of the Under Secretary of War (Comptroller) / Chief Financial Officer oversees the publication and ongoing maintenance of the Department of Defense (DoD) Financial Management Regulation (FMR), DoD 7000.14-R, as authorized by DoD Instruction 7000.14. First introduced online in 1997, the FMR has since evolved into a comprehensive resource comprising over 7,000 pages across approximately 330 chapters, organized into 16 subject-specific volumes along with separate introductory and glossary files. The structure and content of the FMR are periodically revised to reflect new requirements and streamline financial guidance, with updates issued by chapter and prior versions archived internally on SharePoint. Archived chapters of the FMR are available to users upon request.
