About the FMR

The Office of the Under Secretary of War (Comptroller) / Chief Financial Officer oversees the publication, governance, and ongoing maintenance of the Financial Management Regulation (FMR), DoD 7000.14-R, authorized by DoD Instruction 7000.14. In compliance with Section 1005 of the Servicemember Quality of Life and National Defense Authorization Act for Fiscal Year 2025 (Public Law 118-159) and departmental directives to accelerate operational speed, the FMR has been modernized to separate high-level policy from detailed procedures. This approach established a clearer distinction between policy and procedures, preserving requirements while providing flexibility to refine procedures as business practices and requirements change. This effort also includes focused revisions to Volumes 2, 3, 4, 6, 11, and 12, along with Department-wide cleanup to eliminate outdated content, duplicative requirements, and overlapping guidance.

Workforce Modernization & Transition Tools:

To assist the Force during this transition, the portal features standardized Authoritative Listings, an enterprise-wide Glossary, and an interactive FMR Transition Crosswalk launching in October 2026 within the "In This Section" navigation panel.

In addition, personnel can leverage the secure Financial Management (FM) Assistant within the War Data Foundry platform to perform rapid, natural-language research across both policy and supplemental procedures (Common Access Card (CAC) and authorized account required). Archived chapters and historical versions of the FMR remain preserved and accessible upon request.
