Mr. Scott Bauer

Mr. Scott Bauer serves as the Executive Director for Business Operations in the Office of the Under Secretary of War (Comptroller) (OUSW(C)), advancing Department wide efforts to strengthen the warrior ethos, enhance readiness, and accelerate modernization through disciplined strategy and accountable resource stewardship. He spearheads modernization across a 50,000 member Financial Management workforce, oversees talent development and credentialing, manages critical Comptroller operations, and aligns $415M in OUSW(C) resources to drive accountability, agility, and readiness. He serves as the Department’s senior official guiding Planning, Programming, Budget, and Execution reform and Acquisition Transformation aligned to Budget Flexibilities.

Mr. Bauer’s previous roles include Vice President of Business Development at Integrated Data Services, Executive Director of Strategy and Operations at the Veterans Health Administration, and Senior Executive Advisor in the Department of Homeland Security Office of the Chief Procurement Officer. In addition, he served as Director of Acquisition Human Capital Initiatives and as the 4th Estate Director of Acquisition Career Management at Warfighting Acquisition University, where he redesigned the acquisition workforce framework for 185,000 professionals. Earlier in his career, he spent nearly a decade in financial management, including defending the Air Force’s fiscal year 2017 $167 billion budget request to Congress on live television.

Mr. Bauer was honored as Wright State University’s 2025 Alumnus of the Year and received the 2025 Roger W. Jones Award for Executive Leadership from American University. He has also earned the Secretary of Defense Exceptional Civilian Service Award and the Secretary of Homeland Security Outstanding Public Service Award. His work appears in leading professional journals, and he serves as an Office of Personnel Management Leadership for an Efficient and Accountable Government coach.
