Deputy Comptroller, Budget Appropriations Affairs (BAA)

Mr. Art MillerArt Miller

Art Miller assumed the responsibilities of the Deputy Comptroller for Budget and Appropriations Affairs (BAA) in the Office of the Under Secretary of War for Comptroller (OUSW(C)) on November 16th, 2025. Mr. Miller serves as the senior advisor to the Secretary of War on matters related to Congress and appropriations, and as the lead interface between Department senior leadership and the Congressional Appropriations Committees.

Mr. Miller began the administration in the Office of the Director of National Intelligence as the Assistant Director of the National Intelligence for Legislative Affairs. In this role, he served as the senior advisor to the Director of National Intelligence on all matters related to Congress, counseled other senior leaders on Congressional interest items, and coordinated the legislative activities of the 18 Intelligence Community elements.

Art was born and raised in Atlanta, Georgia. He attended Presbyterian College in South Carolina and joined the Army as a field artillery officer in 2011. Art's time in the Army culminated in Washington, D.C. as a Congressional Fellow with Congressman Tom Cole (R-OK). Following his military service, he joined the staff of Sen. Markwayne Mullin (R-OK) as National Security Advisor in 2024.
